Howard Peo, of Rochester, New York, was an operator who became a manufacturer with his development of the Little Whirlwind in 1930. It was the first of the very popular "whirlwind" games and spawned a host of successors. Among them were Barnyard Golf, Poker, and many many others!
Play was simple - drop in a penny, turn the knob at the side to release the little steel balls, and use the lever to flick the balls in an ever tightening circle towards the scoring holes! Much skill was required, as these games looked easier than they were. Fortunes were made, a penny at a time, back in the 30's by enterprising young men like Howard Peo, with games just like this!! It was so popular, many of the big manufacturers were happy to pay royalties to Peo to copy the game!
